What does City of Charleston do?

The City of Charleston, operating under the West Virginia state government, focuses on maintaining and upgrading critical municipal infrastructure and public services to ensure community resilience and operational efficiency. Its core mission centers on the preservation of public assets—including stormwater systems, cemetery grounds, municipal buildings, and urban utilities—through targeted capital improvement and routine maintenance programs. Strategic priorities include storm sewer rehabilitation, roofing and structural integrity projects, and landscaping services that support public health and safety, particularly in aging or high-traffic civic spaces. The agency also invests in essential communications and network equipment to support internal operations and emergency response capabilities. Procurement patterns reveal a consistent reliance on specialty trade contractors for physical infrastructure maintenance, with recurring solicitations for roofing, landscaping, plumbing, HVAC, and site preparation services. The agency frequently issues open solicitations for single-source or competitive bidding contracts, typically structured as service agreements or construction task orders without set-asides, indicating a preference for performance-based outcomes over socioeconomic targeting. Primary industry preferences align with NAICS codes 238160 (roofing), 561730 (landscaping), and 237110 (water and sewer construction), reflecting a focus on durable, long-term infrastructure solutions. The agency also procures communications equipment and computer services to support digital operations, suggesting an emerging emphasis on modernizing internal systems. Vendor relationships appear transactional and project-driven, with no evidence of formalized diversity or small business preference programs. The City of Charleston operates as a municipal entity under the broader jurisdiction of West Virginia, managing localized public works and facility maintenance. It utilizes standard municipal procurement vehicles, including competitive solicitations and direct awards for essential services, with no indication of formal contract pools or statewide agreements. Its geographic scope is confined to municipal boundaries, serving residents through direct service delivery and infrastructure stewardship.
