What does City of Kamloops do?

The City of Kamloops, operating under the Government of Canada, focuses on delivering essential municipal services through targeted procurement of specialized support functions. Its core mission centers on maintaining public health, environmental integrity, and community infrastructure through the acquisition of waste collection, water quality testing, and agricultural supply distribution services. Strategic priorities include ensuring reliable sanitation systems, safeguarding local water resources through microbiological monitoring, and facilitating efficient procurement of goods needed for municipal operations. The agency emphasizes operational resilience and regulatory compliance in its service delivery, particularly in environmental and public health domains. Procurement patterns reflect a reliance on third-party service providers for technical and logistical functions rather than direct capital or construction contracts. The agency frequently issues solicitations for solid waste collection, water sample analysis, and wholesale distribution of farm supplies, indicating a preference for outsourced, non-manufacturing services that support day-to-day municipal functions. Contracts are typically structured as standard solicitations without set-asides, suggesting a focus on competitive bidding based on technical capability and service reliability rather than socioeconomic preferences. The agency primarily targets NAICS categories 562111 (Solid Waste Collection), 541380 (Testing Laboratories and Services), and 424910 (Farm Supplies Merchant Wholesalers), indicating a need for environmental management, analytical services, and agricultural procurement support. No set-aside preferences are evident, and vendor relationships appear transactional, with no discernible emphasis on small business, minority-owned, or indigenous supplier programs. As a municipal entity within the Government of Canada, the City of Kamloops operates independently at the local level with no defined geographic sub-regions. It utilizes standard federal procurement vehicles for service acquisition, relying on open solicitations to secure specialized, non-core functions from qualified vendors. Its structure is aligned with municipal service delivery mandates rather than federal program implementation.
