What does DLA Troop Support Europe & Africa do?

DLA Troop Support Europe & Africa ensures sustained logistical readiness for U.S. military forces across Europe and Africa by securing critical support services and equipment. Its core mission centers on maintaining operational continuity through reliable maintenance, waste management, and specialized equipment procurement. Strategic priorities include enhancing force protection through preventive maintenance of electronic security systems, ensuring environmental compliance via solid waste collection, and acquiring heavy equipment tailored to regional infrastructure demands. The agency prioritizes mission-critical sustainment over new acquisition, emphasizing reliability, interoperability, and rapid response to dynamic operational environments. Procurement activity is dominated by technical services and logistics support, with a clear emphasis on preventive maintenance and inspection of electronic and security systems, as well as containerized waste handling services. Contracts are typically structured as service-based solicitations under indefinite-delivery, indefinite-quantity (IDIQ) or direct award mechanisms, reflecting a preference for long-term, performance-based engagements that ensure continuity of operations. The agency frequently issues sources-sought notices to validate market capability before formal solicitation, indicating a deliberate approach to vendor engagement and risk mitigation. The agency’s primary procurement focus lies in Other Computer Related Services (NAICS 541519), reflecting a strong demand for technical maintenance of electronic security and monitoring systems, followed by Solid Waste Collection (NAICS 562111) to support environmental compliance at forward-operating locations. There are no set-asides observed, suggesting procurement is driven by mission necessity rather than socioeconomic objectives. Vendor relationships are characterized by repeat engagement with proven service providers capable of delivering consistent, compliant, and geographically adaptable solutions. As a subordinate element of the Defense Logistics Agency under the Department of Defense, DLA Troop Support Europe & Africa operates across a vast, non-contiguous theater with no fixed headquarters.
