Its core mission centers on facility upkeep, marine safety, and environmental service support, ensuring the park remains functional and safe for visitors. Strategic priorities include shoreline and marina infrastructure stabilization, building interior renovations, and wastewater system remediation—all critical to sustaining park operations in a remote, island environment. The agency prioritizes resilient, long-term solutions that withstand harsh lake conditions and limited logistical access. Procurement activity is concentrated on specialty trade services requiring on-site execution, particularly in marine, construction, and mechanical installation work. Contracts are typically issued as direct solicitations for labor-intensive, location-specific tasks that demand skilled tradespeople capable of working in isolated settings. The agency avoids complex procurement vehicles, favoring straightforward competitive solicitations suited to urgent, site-bound needs. The agency primarily targets NAICS 238990 for general specialty trade contracting, including marine anchor installations and structural repairs, NAICS 238910 for site preparation tasks essential to environmental and infrastructure projects, and NAICS 333924 for specialized equipment-related construction work such as interior finishes. There is no indication of set-aside preferences or targeted diversity initiatives; all procurements are open to general competition. Vendor relationships are transactional and project-based, with emphasis on local or regional contractors familiar with island logistics and environmental constraints. Operated under the Ohio Department of Natural Resources, the agency functions as a localized unit with no formal administrative footprint beyond North Bass Island. It relies on direct contracting mechanisms and field-responsive procurement structures, reflecting its role as a field-level steward of state park assets rather than a centralized procurement entity.
