What does Economic Development Administration do?

The Economic Development Administration, operating under the City of New Haven, Connecticut, is focused on revitalizing urban infrastructure and strengthening community-based economic capacity through targeted public investment. Its core mission centers on redeveloping underutilized or abandoned educational and civic facilities into assets that support workforce development, STEM education, and long-term neighborhood revitalization. Strategic priorities include transforming legacy school sites into modern learning and innovation hubs, while simultaneously building administrative and programmatic capacity to manage complex redevelopment initiatives. The agency prioritizes projects that align with equitable urban renewal, community engagement, and sustainable land use, often partnering with local stakeholders to ensure outcomes reflect public needs. Procurement patterns reveal a consistent emphasis on commercial and institutional building construction services to physically reconfigure former educational properties, alongside administrative management and consulting services to design, plan, and oversee program implementation. Contracts are typically issued as competitive solicitations without set-asides, indicating a focus on technical capability and project execution over demographic preferences. The agency relies on standard federal and municipal procurement vehicles to secure integrated design-build and professional services contracts. The primary NAICS categories targeted are 236220 for construction of institutional facilities and 541611 for management consulting, reflecting a dual strategy of physical redevelopment and operational modernization. There is no evidence of set-aside preferences or diversity-focused contracting requirements in current activity. Vendor relationships appear to favor firms with demonstrated experience in public-sector facility transformation and programmatic support for education and community development initiatives. Organized under the City of New Haven, the agency operates locally with a narrow geographic footprint focused on urban reinvestment within New Haven. It utilizes standard municipal procurement structures to acquire construction and professional services, maintaining a project-based approach to economic development that prioritizes tangible infrastructure outcomes over broad policy initiatives.
