What does Finger Lakes National Forest do?

The Finger Lakes National Forest, under the U.S. Forest Service within the Department of Agriculture, is dedicated to sustaining healthy forest ecosystems through active land management and ecological restoration. Its core mission centers on implementing science-based forestry practices to enhance biodiversity, reduce wildfire risk, and promote resilient forest conditions across its jurisdiction. Strategic priorities include invasive species control, stand improvement, and vegetation management using mechanical and chemical treatments. Programs focus on targeted silvicultural interventions such as oak release, mastication, mulching, and stump grinding to restore native forest structure and support long-term ecological health. The agency consistently procures support activities for forestry, primarily contracting for specialized vegetation management services including broadcast spraying, hand felling, chipping, and mechanical thinning. Contracts are typically issued as solicitations or combined actions, often structured to integrate multiple operational tasks under single performance-based agreements. These procurements reflect a preference for integrated, on-the-ground treatment approaches that align with National Forest Management Plan objectives and environmental compliance standards. The agency’s procurement activity is overwhelmingly concentrated in NAICS 115310 (Support Activities for Forestry), indicating a sustained reliance on third-party contractors to deliver technical forestry services. A strong preference for Small Business Administration (SBA) set-asides signals a deliberate commitment to fostering local economic development and building capacity among small, specialized forestry contractors. Vendor relationships are characterized by repeat engagement with firms possessing expertise in ecological restoration techniques, equipment operation, and compliance with federal environmental regulations. As a unit of the Forest Service, the Finger Lakes National Forest operates within a federal land management framework, overseeing forested lands in New York’s Finger Lakes region. It utilizes standard federal procurement vehicles including solicitations and combined contracts to execute its stewardship mandate, relying on contracted labor and equipment to carry out field operations where direct federal staffing is limited. Its procurement structure prioritizes agility, ecological precision, and community-based contractor partnerships.
