What does Great Rivers Greenway do?

Great Rivers Greenway is dedicated to expanding and enhancing a regional network of greenways, trails, and public spaces that promote active transportation, environmental stewardship, and community connectivity across the St. Louis metropolitan area. Its core mission centers on designing, constructing, and maintaining safe, accessible, and wayfinding-rich pedestrian and bicycle corridors that link parks, neighborhoods, and transit hubs. Strategic priorities include signage modernization to improve navigation and safety, infrastructure repair and rehabilitation of bridges and trailheads, and site preparation for new trail segments. The agency prioritizes projects that integrate public art, ecological restoration, and equitable access, ensuring greenways serve as vital civic infrastructure for all residents. Procurement patterns reveal a consistent focus on sign manufacturing and site preparation services, reflecting an ongoing effort to standardize wayfinding systems and prepare land for trail development. The agency frequently solicits contracts for signage fabrication, security upgrades to facilities, and civil construction work tied to trail alignment and access points. Contracts are typically issued as competitive solicitations with no set-asides, indicating a preference for open, transparent bidding processes that prioritize technical capability and project alignment over socioeconomic preferences. The primary NAICS categories targeted include sign manufacturing, site preparation contractors, and highway/street construction, underscoring a reliance on specialized fabrication and civil works vendors. Hardware and transportation equipment suppliers are engaged for ancillary infrastructure needs, while engineering services support planning and design phases. Vendor relationships appear performance-driven, with emphasis on durability, compliance with public space standards, and timely delivery. Great Rivers Greenway operates under the State of Missouri as an independent public authority with jurisdiction over regional greenway corridors. It utilizes standard municipal procurement vehicles, issuing solicitations directly without reliance on state-wide contracts. The agency’s geographic footprint spans multiple counties in eastern Missouri, coordinating with federal, state, and local partners to deliver integrated trail systems.
