What does Information Technology (IT)(T009/1081) Tsi do?

The Information Technology (IT) division under the U.S. Agency for Global Media (USAGM) supports the agency’s mission to deliver accurate, objective, and culturally relevant news and information to international audiences through secure, scalable digital platforms. Its core priorities center on maintaining resilient communication infrastructures, ensuring content delivery reliability across geopolitical and technical barriers, and safeguarding digital transmissions against interference or disruption. Strategic initiatives focus on modernizing broadcast and streaming systems, enhancing cybersecurity for global media operations, and sustaining mission-critical software and network services that enable real-time content distribution to restricted or high-risk regions. Procurement activity is narrowly focused on specialized technical support services, with recent contracts emphasizing the maintenance and operational support of enterprise communications platforms. The agency relies on service-based contracts to ensure continuous uptime and technical responsiveness for mission-essential systems, favoring long-term vendor partnerships that guarantee system integrity and rapid incident resolution. The primary NAICS code 511210—Software Publishers—indicates a reliance on proprietary or custom-developed software solutions tied to media distribution and content management. While no set-aside preferences are evident in available data, the agency appears to prioritize vendors with proven expertise in secure, low-latency broadcasting technologies and international compliance frameworks. Vendor relationships suggest a preference for specialized contractors with domain-specific knowledge in global media operations rather than broad IT service providers. Organized under the U.S. Agency for Global Media, this unit operates without a fixed geographic footprint, supporting worldwide media dissemination from centralized technical hubs. It functions as a specialized component of USAGM’s broader communications architecture, leveraging federal procurement vehicles such as indefinite-delivery/indefinite-quantity (IDIQ) contracts and service-level agreements to acquire mission-critical IT support services.
