Purchase of Skyline Communications support and maintenance services

Notice Information Solicitation: 951700-20-R-0023 Agency/Office: U.S. Agency for Global Media (USAGM) Office of Contracts Title: NOTICE OF INTENT TO SOLE SOURCE - Purchase of Skyline Communications support and maintenance services Description(s): THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S Agency for Global Media intends to award, on a sole source basis, a contract to Skyline Communications 2853 Executive Park Drive, Suite 202-F, Weston, FL 33331. USAGM has a requirement for the purchase of Skyline Communications DataMiner Broadcast IT support and maintenance services for the operational implementation, upkeep, preservation of mission critical monitoring and control of software and hardware. Skyline Communications provides broadcast companies and government agencies with the ability to remotely monitor and manage broadcast video, audio, and network content utilizing multiple IP interfaces & server components. The vendor shall provide: - Support and maintenance services for Skyline Communications DataMiner software with supporting system databases in Washington and a new deployment for the USAGM gateway station at Lampertheim, Germany. - The contractor shall provide for sites in DC and Lampertheim: o 1) Software upgrade licenses; o 2) Software maintenance and support services, and; o 3) Technical support and professional services. A contract for a 24x7/365 support agreement is required in supporting the existing deployment of Skyline infrastructure within the Network Control Center (NCC) and for the new deployment at USAGM Lampertheim, Germany. Both deployments at NCC and Lampertheim require the ability to have rapid response support within a specific timeframe of 30 minutes of reported problem(s) when/if the system presents with failures not repairable without DataMiner subject matter expert (SME) support. The period of performance for the contract award will be one (1) twelve month base plus three (3) twelve month option periods. No substitution of this service can be accepted. This is a commercial item that will be acquired under FAR Part 12 procedure. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination by the Government not to compete this proposed contract requirement based upon responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received by 7 September 2020 at 12:00 pm EST. All responses must be in writing only via email to the point of contacts specified in this notice. Telephone requests or inquiries will not be accepted. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
