The Land agency, operating under the Tarrant Regional Water District in Fort Worth, Texas, is dedicated to advancing the accurate delineation and legal documentation of land boundaries critical to water infrastructure development and resource management. Its core mission centers on securing precise surveying and mapping services to support right-of-way acquisitions, floodplain delineation, and water district expansion projects. Strategic priorities include maintaining legal certainty over land parcels affected by water conveyance systems, reservoir expansions, and pipeline corridors, ensuring compliance with state and federal land use statutes. Key programs focus on geospatial data integrity, cadastral accuracy, and the integration of modern LiDAR and photogrammetric technologies to inform long-term water resource planning. The agency primarily procures professional surveying and mapping services to support infrastructure siting, easement verification, and boundary resolution for water rights and flood control projects. Contracts are typically awarded through competitive solicitations under general services procurement frameworks, with an emphasis on technical precision, chain-of-custody documentation, and adherence to National Geodetic Survey standards. The agency relies on qualified engineering and geospatial firms capable of delivering high-accuracy topographic and boundary surveys under tight regulatory timelines. The primary procurement category is NAICS 541370 — Surveying and Mapping (except Geophysical) Services — reflecting a singular, mission-critical focus on land boundary and spatial data acquisition. There is no evidence of set-aside preferences or targeted diversity initiatives in current procurement activity. Vendor relationships are built on technical expertise in cadastral surveying, GIS integration, and compliance with Texas Board of Professional Land Surveying requirements, with a preference for firms with proven experience in public water infrastructure projects. The agency operates as a specialized unit within the Tarrant Regional Water District, serving a 12-county region in North Texas with jurisdiction over water supply, flood control, and land use adjacent to major reservoirs and aqueducts. It utilizes standard federal and state procurement vehicles for professional services, prioritizing performance-based contracts that ensure data reliability and legal defensibility in land transactions.
