The Tarrant Regional Water District is soliciting qualified firms to provide right-of-way acquisition services for a major pipeline rehabilitation project in Tarrant County, Texas. The project involves replacing a 72-inch concrete pipeline with a 90-inch steel pipeline along a corridor between Fort Worth and two reservoirs. Specifically, the contract requires the negotiation and acquisition of temporary construction easements and possibly permanent access easements across approximately 57 parcels owned by 38 landowners. The District will supply parcel ownership data, valuation reports, and survey information to support acquisition efforts. All easements must be acquired by September 15, 2026, with 90% entry permissions secured by September 1, 2026. The scope includes contacting landowners, preparing and mailing offers, assisting with legal documentation, and attending related meetings. Proposals will be evaluated based on experience and qualifications (45%), proposed fees (30%), project management approach (15%), and references (10%), emphasizing best value rather than low price alone. Contractors must submit detailed resumes for key personnel, and any substitutions require prior District approval. Required certifications include a non-collusion affidavit, conflict of interest questionnaire, and compliance with relevant Texas laws. Proprietary information must be clearly marked to avoid public disclosure under the Texas Public Information Act. The solicitation requires electronic PDF submissions via the District’s procurement portal by March 20, 2026. While no formal FAR clauses are adopted, the contract includes strict ethical requirements and reserve rights for contracting officials to reject offers based on conflicts of interest or inadequate qualifications. All materials must be new and compliant with District standards, and acceptance of services occurs at the project site under District authority. The contract’s administrative and invoicing procedures are coordinated through the District’s procurement office in Fort Worth, with emphasis on timely deliverables and monthly status reporting.

The Tarrant Regional Water District (the District) owns and operates two large diameter water transmission mains within a 100-130 feet wide ROW between Fort Worth, Texas and both Cedar Creek Lake and Richland Chambers Reservoir. The Cedar Creek Pipeline "CCPL" was originally constructed in the early 1970's. The District has embarked on the replacement of this 72-inch diameter concrete main with a 90-inch steel pipeline. This CCPL Re-habilitation project will be performed in sections varying from 6 -10 miles in length and will require the acquisition of both temporary construction easements "TCE" and possibly several permanent access easements. The District Real Property staff is seeking additional assistance in negotiating and acquiring both TCE's and access easements from landowners along the pipeline route. The District plans to engage one or more qualified companies to assist with obtaining said easements. Presently, TCE's across approximately 57 parcels collectively owned by 38 different landowners located within Tarrant County are expected. The District will provide parcel ownership information, easement valuation documentation, and surveys for each parcel. All parcels must be acquired by September 15, 2026
