What does MSA - Project C.O.R.E. - Capital Projects do?

The Maryland Stadium Authority – Project C.O.R.E. – Capital Projects is tasked with overseeing the planning, design, and construction of major public infrastructure projects tied to sports, cultural, and civic facilities across the state. Its core mission centers on revitalizing and modernizing Maryland’s landmark venues through integrated capital improvements, ensuring long-term operational efficiency, public safety, and community engagement. Strategic priorities include comprehensive facility upgrades, environmental compliance, and seamless coordination among architectural, engineering, and trade contractor teams to deliver complex, multi-phase construction initiatives. Key programs focus on stadium renovations, performing arts center enhancements, and large-scale site development, with an emphasis on lifecycle asset management and regulatory adherence. The agency frequently procures commercial and institutional building construction services, alongside engineering and architectural design support, to execute large-scale infrastructure projects. It relies heavily on on-call master contracts and invitation-to-bid mechanisms to streamline procurement for recurring needs such as testing, inspection, and trade contractor services. These structures enable rapid mobilization while maintaining competitive rigor across high-stakes capital programs. Primary procurement activity targets NAICS 236220 (Commercial and Institutional Building Construction), 541330 (Engineering Services), and 238910 (Site Preparation), reflecting a demand for end-to-end project delivery from design through physical construction. The agency also consistently engages architectural services, electrical and roofing contractors, and specialized trade firms to support integrated facility upgrades. No set-asides are indicated, suggesting a procurement approach focused on technical capability and performance rather than socioeconomic preferences. Vendor relationships are characterized by repeated engagement with firms demonstrating proven experience in stadium and public venue construction. Operated under the Maryland state government, the agency functions as a specialized capital projects unit with statewide jurisdiction over major public infrastructure. It utilizes standardized procurement vehicles including master contracts, GMP agreements, and competitive bidding processes to manage high-complexity, multi-disciplinary construction initiatives across its portfolio.
