What does NASA SBIR/STTR Program do?

The NASA SBIR/STTR Program, operating under the Space Technology Mission Directorate, focuses on fostering innovation through the development of cutting-edge aerospace technologies. Its core mission is to bridge the gap between fundamental research and practical application in space exploration. Strategic priorities include the advancement of lunar surface operations, specifically regarding rover mobility simulation, terrain hazard detection, and perception systems. The program emphasizes the development of miniature spectrometers, additive manufacturing for precision components, and the integration of advanced materials for thermal stability to enhance spacecraft performance and reliability. Procurement patterns center heavily on research and development in the physical and engineering sciences, complemented by extensive testing and validation services. The agency frequently procures specialized software for computer systems design, machine learning for manufacturing optimization, and the fabrication of electronic assemblies and semiconductor devices. Contract structures are predominantly focused on subcontracts that support iterative technical development and performance validation. The program demonstrates a strong preference for small business vendors, as evidenced by its extensive use of SBA set-asides. Primary industry targets include firms specializing in scientific and technical consulting, electronic instrument manufacturing, and custom computer programming. The agency seeks partners capable of delivering high-fidelity simulations, optical engineering, and environmental validation testing. The program is organized under the Space Technology Mission Directorate. Its procurement scope is characterized by a heavy reliance on small business innovation vehicles to drive technical breakthroughs in space research and technology.
