What does New River Valley Regional Jail do?

The New River Valley Regional Jail is dedicated to maintaining secure, operational, and humane correctional facilities through the strategic acquisition of essential support services and infrastructure maintenance. Its core mission centers on ensuring the safety, functionality, and daily operational integrity of its detention environment, with a focus on inmate welfare, facility sustainability, and compliance with state standards. Strategic priorities include securing reliable health and communication services for incarcerated populations, as well as preserving the physical integrity of its infrastructure through professional maintenance and repair. Key programs involve inmate telephone systems, group health insurance coverage, and roofing system upgrades—all critical to meeting federal and state obligations for humane detention conditions and facility resilience. The agency most frequently procures temporary administrative and support services, particularly those related to health benefits administration and inmate communication systems, indicating a reliance on third-party vendors to deliver essential non-correctional functions. Roofing and facility maintenance contracts reflect a commitment to long-term infrastructure stewardship. Contracts are typically issued through competitive solicitations, with no set-asides or preference programs identified, suggesting a focus on cost-efficiency and service reliability over socioeconomic targeting. Primary procurement activity is concentrated in NAICS 561320 (Temporary Help Services), encompassing health insurance coordination and inmate telecommunication management, and NAICS 238160 (Roofing Contractors), reflecting urgent needs in facility upkeep. The agency does not prioritize set-asides or diversity initiatives based on available data, and vendor relationships appear transactional, driven by compliance, performance, and service continuity rather than developmental partnerships. Organized under the Virginia Department of Corrections, the New River Valley Regional Jail operates as a state-funded regional detention facility serving multiple localities in southwestern Virginia. It utilizes standard state procurement vehicles, including competitive RFPs and formal solicitations, to acquire services critical to daily operations and facility compliance. Its procurement structure is centralized, with no indication of decentralized or local purchasing authority.
