The New York State Division of Homeland Security and Emergency Services (DHSES) is tasked with enhancing statewide preparedness, response, and resilience to natural disasters, acts of terrorism, and other large-scale emergencies. Its core mission centers on strengthening public safety infrastructure through strategic coordination, intelligence-driven planning, and operational support to first responders and emergency management partners. Key priorities include advancing emergency communication systems, improving interagency coordination during crises, and investing in behavioral threat assessment capabilities to preempt violent incidents. The agency actively supports training and information-sharing initiatives for law enforcement, 911 coordinators, and emergency personnel through high-profile symposia and conferences that facilitate critical collaboration.
DHSES primarily procures hotel facilities and catering services to support large-scale emergency response training events, law enforcement conferences, and statewide coordination symposia. These procurements reflect a reliance on temporary, event-based operational support rather than fixed infrastructure. The agency also acquires specialized audio and video equipment for command and control environments and commissions research studies focused on behavioral threat assessment and management—indicating a growing emphasis on predictive intelligence and psychological risk modeling in public safety planning.
The agency’s procurement activity is concentrated in NAICS 721110 (hotel and motel services), 334310 (audio and video equipment manufacturing), and 541720 (social science research). There is no evidence of set-aside preferences or targeted diversity initiatives in recent solicitations. Vendor relationships appear transactional and event-driven, with contracts awarded through open competition without socioeconomic preferences.
DHSES operates under the New York State government as the lead agency for homeland security and emergency management, with jurisdiction across all 62 counties. It utilizes standard state procurement vehicles for services and equipment, relying on competitive solicitation processes to fulfill operational and strategic needs. The agency’s structure is centralized, with field coordination supported through regional offices and interagency task forces.
