What does Office of Sustainability do?

The Office of Sustainability within the City of Philadelphia is dedicated to advancing equitable, long-term energy resilience and decarbonization initiatives across municipal operations. Its core mission centers on reducing the city’s environmental footprint through strategic investments in clean energy infrastructure, demand-side management, and utility-scale efficiency programs. Strategic priorities include optimizing grid reliability, incentivizing load reduction during peak periods, and fostering partnerships that align public sector operations with climate action goals. Key programs focus on energy curtailment, renewable integration, and infrastructure modernization that supports Philadelphia’s broader sustainability commitments. Procurement activity reflects a targeted approach to securing services that enable operational energy reductions and grid stability. The agency primarily engages in soliciting concession-based agreements for energy curtailment services, structuring contracts as performance-based partnerships where vendors deliver measurable reductions in electricity consumption through demand response, load shifting, or distributed energy optimization. These procurements emphasize outcome-driven outcomes over capital expenditure, favoring vendors capable of delivering measurable, verifiable energy savings without upfront municipal investment. The agency’s procurement activity is concentrated in NAICS 221118—Other Electric Power Generation—indicating a focus on non-traditional generation and grid support services, including behind-the-meter energy management, virtual power plant coordination, and demand-side resource aggregation. There is no evidence of set-aside preferences, suggesting a merit-based, performance-focused vendor selection process. The agency appears to prioritize technical expertise in energy market operations, grid interoperability, and real-time load control systems over size-based or demographic classifications. Organized under the City of Philadelphia, the Office of Sustainability operates as a specialized unit within the municipal government, driving cross-departmental environmental policy through procurement levers. It relies on competitive solicitations and concession agreements to align private-sector innovation with public sustainability objectives, leveraging outcome-based contracting models to achieve climate goals without direct capital outlay.
