What does Ohio State Highway Patrol do?

The Ohio State Highway Patrol is dedicated to enhancing public safety through advanced technology-driven law enforcement operations. Its core mission centers on modernizing digital infrastructure to support real-time data collection, forensic analysis, and secure communications for troopers statewide. Strategic priorities include upgrading digital evidence management systems, maintaining forensic software platforms for crash and criminal investigations, and ensuring the integrity of mission-critical hardware and software used in field operations. Key programs focus on digital forensics, officer safety systems, and secure data storage for traffic and incident records, with a strong emphasis on continuity of service through recurring license renewals and system upgrades. The agency consistently procures custom computer programming services, software publishing, and other computer-related services to sustain and expand its digital investigative capabilities. Contracts are typically structured as multi-year renewals for specialized software platforms, with a recurring need for licensing, integration, and technical support. Procurement activity is dominated by software-centric acquisitions rather than hardware, reflecting a shift toward scalable, cloud-enabled tools that support forensic workflows and operational intelligence. Primary procurement targets include Other Computer Related Services, Software Publishers, and Custom Computer Programming Services, indicating a heavy reliance on proprietary forensic, analytics, and communications software. The agency shows no preference for set-asides, indicating an open competition model focused on technical capability over socioeconomic criteria. Vendor relationships are characterized by long-term engagements with specialized IT providers who deliver mission-critical, compliance-ready solutions for law enforcement environments. The Ohio State Highway Patrol operates under the Ohio State Departments as the state’s primary law enforcement agency for highway safety. It maintains a statewide presence with no localized administrative boundaries, relying on centralized IT procurement to standardize technology across all district units. Contracts are issued through standard federal and state procurement vehicles, favoring direct award and competitive solicitation methods for specialized technical services.
