What does Okanagan College do?

Okanagan College, as an educational institution under the Government of Canada, is dedicated to delivering high-quality post-secondary education and community-focused learning environments across British Columbia. Its core mission centers on maintaining safe, sustainable, and aesthetically supportive campus grounds to enhance student experience, staff productivity, and institutional resilience. Strategic priorities include long-term landscape stewardship, environmental sustainability, and operational continuity across multiple campus locations, with a clear emphasis on routine maintenance and seasonal care to ensure year-round accessibility and visual appeal of public spaces. The agency consistently procures landscaping maintenance services, reflecting a sustained operational need for groundskeeping, irrigation management, turf care, pruning, and seasonal cleanup. Contracts are typically awarded through open solicitation processes, indicating a preference for competitive, transparent procurement mechanisms without targeted set-asides. These services are critical to supporting the educational mission by fostering inviting, well-maintained outdoor environments that contribute to campus culture and student well-being. Landscaping Services (NAICS 561730) is the dominant procurement category, with no evidence of preference for small business, Indigenous, or other diversity-focused set-asides. Vendor relationships appear to be transactional and service-based, with an emphasis on reliability, seasonal responsiveness, and adherence to municipal and institutional environmental standards. The agency relies on performance-based contracts that prioritize consistent service delivery over capital projects. Okanagan College operates as a post-secondary institution under the broader Government of Canada, with physical campuses in Kelowna and Penticton. It functions independently in its procurement activities, utilizing standard government contracting vehicles for service acquisition. Its procurement structure is focused on recurring operational needs rather than capital infrastructure, reflecting its role as an educational service provider with grounded, community-oriented facilities.
