What does Operations do?

The Operations agency of Missouri focuses on maintaining and modernizing critical infrastructure across public educational and institutional facilities. Its core mission centers on ensuring safe, functional, and compliant environments through targeted construction, maintenance, and environmental services. Strategic priorities include the renovation and expansion of school facilities, hazardous material abatement, and the ongoing servicing of heating, ventilation, and air conditioning systems to support operational continuity. The agency prioritizes facility resilience, regulatory compliance, and long-term asset management, with a strong emphasis on environmental safety and infrastructure reliability across its portfolio. Procurement patterns reveal a consistent reliance on construction and facility support services, particularly plumbing, heating, and air-conditioning contracting, as well as site preparation and hazardous waste management. The agency frequently issues indefinite-delivery/indefinite-quantity (ID/IQ) contracts and requests for quotations to secure recurring services such as boiler repair, chiller maintenance, and exhaust hood servicing. These vehicles enable efficient, scalable procurement of essential maintenance functions across multiple sites without repeated competitive bidding. Primary procurement activity targets NAICS categories related to building systems (238220), hazardous material abatement (562211, 238910), and facility support services including food service operations (722310, 722514) and laboratory testing (541380). The agency does not employ set-asides and appears to prioritize technical capability and compliance over socioeconomic preferences. Vendor relationships are transactional and performance-driven, favoring contractors with proven expertise in institutional facility management and environmental remediation. As an operational unit within the Missouri state government, this agency serves educational and public facilities statewide, operating without a centralized physical location. It functions under the Missouri Department of Education or equivalent oversight, utilizing standard procurement vehicles such as RFQs and ID/IQ contracts to deliver essential services across a dispersed network of schools and institutional campuses.
