What does SFO Construction do?

SFO Construction is dedicated to the planning, modernization, and maintenance of critical aviation infrastructure within the State of California’s transportation network. Its core mission centers on ensuring the safety, efficiency, and resilience of airport facilities through comprehensive construction and engineering services. Strategic priorities include terminal modernization, runway and taxiway rehabilitation, and the integration of advanced building systems such as climate control, electrical infrastructure, and security-related specialties. The agency prioritizes long-term operational readiness, emphasizing phased construction, preventative maintenance, and coordinated trade package delivery to minimize service disruption during high-traffic periods. Procurement patterns reveal a heavy reliance on architectural and engineering design services, paired with specialized construction trades including site preparation, plumbing, heating, and air-conditioning systems, as well as water and sewer infrastructure. The agency frequently issues solicitation-based contracts for discrete trade packages, often bundling related scopes under integrated project delivery models to streamline coordination among contractors. As-needed agreements and multi-year service contracts are common, supporting responsive maintenance and adaptive infrastructure upgrades. Primary procurement targets include Architectural Services, Site Preparation, and Plumbing, Heating, and Air-Conditioning Contractors, reflecting a focus on integrated building systems and civil works. The agency also engages specialized vendors for signage, finish carpentry, and industrial equipment manufacturing to support facility functionality. No set-aside preferences are indicated, suggesting open competition across vendor sizes. Vendor relationships are structured around technical expertise, regulatory compliance, and proven performance in complex aviation environments. SFO Construction operates under the California Department of Transportation, with jurisdiction over state-managed aviation assets. It utilizes standardized federal procurement vehicles and competitive solicitation processes to acquire construction, engineering, and facility support services across its infrastructure portfolio.
