What does Sustainability and Solid Waste Management do?

The Sustainability and Solid Waste Management agency is tasked with advancing safe, efficient, and environmentally responsible solid waste disposal practices within Ontario County. Its core mission centers on the operation and maintenance of infrastructure that manages non-hazardous waste through combustion and incineration technologies, ensuring compliance with state and federal environmental regulations. Strategic priorities include reducing landfill dependency, minimizing emissions from waste processing, and enhancing operational resilience through modernized waste-to-energy systems. The agency emphasizes sustainable waste stream management, public health protection, and regulatory adherence in all its initiatives, with a focus on technologies that convert waste into energy while controlling airborne pollutants. Procurement activity is heavily concentrated on specialized waste combustion and incineration services, reflecting a reliance on engineered systems that meet stringent air quality and emissions standards. The agency frequently solicits contractor support for the operation, maintenance, and technical upgrades of solid waste combustors, often through performance-based contracts that require adherence to environmental monitoring protocols and preventive maintenance schedules. Services related to secure waste handling, including mobile document destruction, are also procured to ensure compliance with data privacy and hazardous material protocols. The agency’s primary procurement focus is on NAICS 562213 — Solid Waste Combustors and Incinerators — indicating a specialized need for vendors with expertise in thermal treatment systems, emissions control, and industrial waste processing. There is no evidence of set-aside preferences, suggesting procurement decisions prioritize technical capability and regulatory compliance over demographic classifications. Vendor relationships are likely built on proven track records in hazardous waste handling, EPA-certified operations, and experience with municipal-scale incineration facilities. Operating under the County of Ontario in Canandaigua, NY, the agency functions as a localized public works entity responsible for county-wide solid waste management. It utilizes competitive solicitation processes and performance-based contracting vehicles to secure specialized environmental services, aligning procurement with long-term sustainability and public safety objectives.
