What does Transit Services do?

Transit Services, operating under the County of Volusia in DeLand, Florida, is dedicated to ensuring equitable, accessible transportation for residents with mobility challenges. Its core mission centers on delivering specialized paratransit services that comply with federal accessibility standards, particularly under the Americans with Disabilities Act (ADA). Strategic priorities include maintaining reliable, on-demand transit options for individuals with disabilities, enhancing service coordination across municipal and regional networks, and improving operational efficiency through contracted specialized transportation providers. The agency prioritizes seamless integration of scheduling, rider support, and real-time tracking to uphold dignity and independence for vulnerable populations. The agency’s procurement activity is narrowly focused on specialized transportation services, primarily through competitive solicitations for paratransit contractors. Contracts are typically structured as performance-based agreements that emphasize service quality, compliance with ADA requirements, and adherence to strict operational timelines. Procurement vehicles are designed to secure dedicated, non-fixed-route transportation providers capable of serving door-to-door and curb-to-curb needs across diverse geographic zones within Volusia County. Transit Services exclusively targets NAICS code 485991, Special Needs Transportation, reflecting its singular focus on ADA-compliant paratransit operations. There are no set-aside preferences indicated in its procurement history, suggesting a neutral approach to vendor eligibility based on capability rather than socioeconomic designation. The agency maintains consistent vendor relationships with service providers demonstrating proven experience in accessible transit logistics, vehicle accessibility compliance, and trained driver protocols. As a county-level agency under the County of Volusia, Transit Services operates with a focused geographic scope centered on DeLand and surrounding communities. It relies on open solicitation processes to secure contracted service providers rather than using long-term blanket purchase agreements or state-wide contracts. Its procurement structure is intentionally streamlined to ensure accountability, compliance, and responsive service delivery for residents with disabilities.
