What does Water Resources do?

The Water Resources division of the City of St. Petersburg is tasked with ensuring the reliable operation, maintenance, and modernization of the city’s water and wastewater infrastructure. Its core mission centers on safeguarding public health and environmental integrity through the continuous delivery of potable water and the safe treatment and distribution of reclaimed water. Strategic priorities include enhancing system resilience, upgrading aging pipelines, and integrating advanced metering and control technologies to optimize efficiency and reduce losses. Key programs focus on pipeline rehabilitation, pump station modernization, and real-time flow monitoring to support sustainable water resource management. The agency primarily procures construction and maintenance services for water and sewer line systems, alongside specialized equipment for fluid measurement and pumping. Contracts are typically structured as service-based solicitations for ongoing operational support, with a strong emphasis on technical precision and regulatory compliance. Recent procurements reflect a preference for turnkey solutions that combine installation, calibration, and long-term maintenance, particularly for critical infrastructure components. Primary procurement activity targets NAICS 237110 for water and sewer line construction, followed by specialized manufacturing categories such as 334514 for magnetic flowmeters and 333914 for industrial pumps. The agency consistently sources mission-critical equipment through sole-source or direct award mechanisms, indicating established vendor relationships with manufacturers of high-performance hydraulic and measurement systems. Repair and maintenance services under NAICS 811310 further underscore a focus on extending asset life through proactive, technical intervention. As a municipal department under the City of St. Petersburg, Water Resources operates within a localized governance structure, managing municipal water supply, wastewater collection, and reclaimed water distribution systems. It utilizes competitive solicitations and direct procurement vehicles to acquire infrastructure services and engineered equipment, prioritizing technical capability, system compatibility, and lifecycle performance over cost alone. The agency’s procurement strategy reflects a commitment to operational continuity and regulatory adherence in a coastal urban environment.
