BERISHEV ELVIRA

Berishev Elvira provides specialized personal services supporting international development and humanitarian response operations, primarily for the U.S. Agency for International Development. The contractor delivers mission-critical personnel support functions, including resource coordination for relief efforts, operational logistics coordination, and contract administration for field-based programs. Their work centers on sustaining rapid-response capabilities through the deployment and management of specialized staff, ensuring seamless alignment with USAID’s emergency relief frameworks and program timelines. Technical expertise includes resource allocation modeling, performance monitoring for contractor personnel, and adaptive program management under dynamic operational conditions, with demonstrated experience in extending and modifying service contracts to meet evolving mission needs. The contractor maintains a focused relationship with the U.S. Agency for International Development, delivering sustained support for field-level response initiatives. Their engagements involve direct assistance to USAID’s humanitarian missions, particularly in managing on-the-ground personnel resources during crisis response cycles. The pattern of contract modifications—such as extending performance periods and adjusting administrative details—indicates a trusted, long-term partnership rooted in reliability and operational continuity. Berishev Elvira operates under NAICS 812990, which encompasses all other personal services not classified elsewhere, specifically applying to tailored, non-routine support roles in government-contracted environments. This places the contractor in a niche segment serving mission-essential personnel functions within international development and disaster response ecosystems, rather than broad administrative or clerical services. Their positioning is defined by agility and contextual expertise in high-stakes, time-sensitive operational settings. As a sole proprietorship structured as a 2J entity, Berishev Elvira is a small, independent contractor based in Washington, D.C., with no formal government certifications. The business leverages its geographic proximity to federal decision-makers and its deep familiarity with USAID’s operational cadence to deliver responsive, mission-aligned support without reliance on institutional scale.
