IFB #S26-33366 California Department of Rehabilitation Refrigeration Service & Repair (Sacramento, West Sacramento, Santa Clara, and Sonoma Counties)
Solicitation # S26-33366
The California Department of Rehabilitation is seeking a contractor to provide comprehensive refrigeration service and repair for equipment supporting its Business Enterprise Program across Sacramento, West Sacramento, Santa Clara, and Sonoma Counties. The contractor must service a wide range of equipment located in state, federal, and county offices as well as privately owned cafeterias, snack bars, convenience stores, and vending facilities, including refrigerators, freezers, salad bars, ice machines, frozen yogurt machines, wall-mounted air conditioners, prep stations, and walk-in units. All services must adhere to strict environmental regulations, requiring proper refrigerant recovery and recycling under 40 CFR 82, Subpart F and Section 608 of the Clean Air Act, with technicians holding valid Type 1, Type 2, or Universal certifications. The contractor must hold a valid California C38 Refrigeration Contractor license and use only original manufacturer parts, with no allowed use of refurbished or rebuilt components. Parts and materials charges are capped at 20% above wholesale cost excluding tax, with a maximum of $2,000 per job unless pre-approved, and all removed parts must be left on-site for BEP vendor inspection. Service is required five days a week, excluding state holidays, between 7:00 a.m. and 5:00 p.m., with premium rates applied for work outside these hours or on Sundays and holidays, contingent upon prior written authorization. The contractor must respond to service requests within four hours, or within six hours for emergencies defined as health and safety or hazardous conditions. All repairs carry a 30-day warranty, with the contractor bearing all costs for call-backs. Each job requires prior estimate approval and is initiated via an Authorization for Repairs and Service DR 1308 form, which must be signed by both the contractor and the BEP vendor on-site, confirming arrival and departure times and detailing work performed. The BEP vendor must remain present during service, and failure to coordinate access results in a one-hour labor charge. The contractor must maintain cleanliness, protect building surfaces, remove all tools and debris daily, and assume full liability for any damage to property or loss of items in their custody. Invoicing must be submitted monthly to DORBEPinvoices@dor.ca.gov on contractor letterhead within 30 days of service completion or five business days after request, with full documentation including signed DR 1308 forms, original receipts for parts and freight, and itemized labor, parts, and shipping costs
