DFS CONSTRUCTION, LLC

DFS CONSTRUCTION, LLC specializes in heavy civil engineering, commercial institutional construction, and industrial building projects for U.S. government missions abroad. The firm delivers end-to-end construction services including structural design, facility upgrades, and infrastructure development in high-risk, low-resource environments, with demonstrated expertise in school construction, secure facility upgrades, and roofing systems for diplomatic compounds. Their technical capabilities encompass compliance with U.S. diplomatic security standards, site-specific geotechnical adaptations, and modular construction methodologies tailored to remote operational theaters. The contractor’s differentiation lies in executing complex, mission-critical builds under stringent security and logistical constraints, often in politically sensitive or underdeveloped regions. DFS CONSTRUCTION, LLC maintains a consistent relationship with the U.S. Agency for International Development and the Department of State, delivering construction and renovation services for diplomatic, educational, and security infrastructure. For USAID, they have executed secondary school construction in Mozambique and supported IDIQ mechanisms for regional infrastructure development. With the Department of State, they have delivered specialized facilities including kennels and perimeter security structures under the PSIB program, indicating familiarity with diplomatic compound security protocols and force protection requirements. The contractor’s primary focus is in NAICS 237990 (Other Heavy and Civil Engineering Construction), where they undertake large-scale public works such as institutional buildings and site infrastructure, complemented by work in commercial and industrial construction (236220 and 236210). They serve the international development and diplomatic security verticals, positioning themselves as a niche provider for U.S. government overseas construction needs requiring adaptability and compliance with federal standards in austere environments. As a small business structured as a 2L entity based in Annapolis, Maryland, DFS CONSTRUCTION, LLC operates without federal certifications but maintains a focused presence in the overseas government construction market. Their operational footprint is defined by project execution in Africa and Southeast Asia, aligning with U.S. foreign policy infrastructure priorities.
