Request for Supply Arrangement - Accessibility Assessment Consultants – Parks Canada – Nationally

Solicitation # 5P047-21-0068

Parks Canada Agency is establishing a national Supply Arrangement (SA) under solicitation 5P047-21-0068 to create a pool of qualified accessibility assessment consultants. This initiative supports the agency's commitment to inclusivity and the mandate of the Accessible Canada Act (2019) to ensure all places are fully accessible by 2040. The SA has no defined end date and will remain valid as long as it is advantageous for the government. Once a minimum of three suppliers are qualified, contracts will be awarded for accessibility assessments across various regions of Canada, with individual contract values typically ranging from 1,000 to 500,000 dollars. Qualified consultants will be required to perform indoor and outdoor audits, incorporating a wide spectrum of user needs. Deliverables include written reports with annotated photographs, data spreadsheets with recommendations, and final presentations to site teams. The selection process is based on a minimum point rating of 70, with mandatory pass/fail criteria regarding cover letters and organizational experience. Rated factors include the project manager's experience, the firm's audit project history, and the proposed methodology. Future task solicitations under this arrangement will be categorized into four tiers based on value, ranging from under 10,000 dollars to over 100,000 dollars. Submissions must be sent exclusively via email to soumissionsset-bidseat@pc.gc.ca as attachments, with a maximum file size of 15 megabytes per email. Bids submitted via fax, courier, or in-person will not be accepted. Project managers must demonstrate at least three years of accessibility assessment experience. While the arrangement covers most national sites, specific procurements within CLCA areas in Yukon, Northwest Territories, Nunavut, Quebec, or Labrador must be handled separately. There are no security requirements for this arrangement, though suppliers must comply with integrity provisions and the Federal Contractors Program for Employment Equity.
