Solicitation # FA8629-27-R-5004

The United States Air Force Life Cycle Management Center, specifically the Special Warfare Program Office, is conducting market research through a Sources Sought Synopsis and Request for Information to identify potential sources for replacement Combat Rubber Raiding Craft (CRRC) Outboard Motors. The current 40HP motor fleet is obsolete, limiting operational capabilities in rough seas and increasing mission risk for Personnel Recovery missions. The government seeks a solution that restores full operational capability, ideally featuring 55 HP or more, a maximum weight of 220 lbs, and the ability to operate on mixed-gasoline 2-stroke fuel, with an objective goal of compatibility with diesel and jet fuel. Key technical requirements include the ability to operate after water impact from air deployment, a start time within six seconds in temperatures ranging from -30°F to +120°F, and compliance with ASTM B117 saltwater corrosion resistance standards. The motors must maintain a universal attachment system compatible with legacy P4.7 Boat transoms and fuel bladder systems. For imported motors, compliance with EPA Exemption Code 2 for national security is required, including specific permanent English-language labeling. Interested parties under NAICS code 333618 must provide company data, socioeconomic certifications, and rough order of magnitude cost estimates. Responses are due by November 16, 2026, and must not exceed 15 pages. The government is specifically interested in the ability to deliver two units within six months of an order and requires details on how small businesses would comply with FAR 52.219-14 regarding limitations on subcontracting and FAR 52.219-33 regarding the Non-Manufacturer Rule.
