PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price purchase order with Noritsu America Corporation to procure Digital Dry Printers. Only this suggested source can furnish the requirement because the Laboratory Division (LD) requires digital dry printers that have continuous tone when viewed under magnification between 5 and 10x. The user should not be able to view the separate ink color droplets associated with most inkjet printers. Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. The Laboratory Division (LD) needs to purchase The Noritsu QSS Green Digital Dry Printer because it has been found to be the only printer available that can provide the image detail required by the FBI Laboratory for identification. The ability of the Noritsu printer to more accurately represent the digital image captures of friction ridge detail is of the utmost importance to make accurate comparisons for the FBI latent print units. These issues, continuous tone, and accurate representation of fine fingerprint ridge detail are of paramount importance as these fingerprint images will be used in FBI Laboratory casework comparisons, affect the integrity of our casework comparisons, and have the potential to be entered as evidence into a court of law. This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 333316 - Photographic and Photocopying Equipment Manufacturing. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability by responding to this requirement by contacting Naporshia Jackson via email only at contact@example.gov, no later than 12:00 pm (CST) on Wednesday, February 16, 2022. Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company's SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
