PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price purchase order with Arrowhead Forensics to procure FSIS 2 Color Lab System and accessories. Only this suggested source can furnish the requirement to the Laboratory Division (LD) Latent Imaging Team (LIT) because this system and its accessories are specifically adapted to be used in conjunction with the current FSIS systems in the LPSU/LIT unit. This FSIS and the accompanying accessories are designed and sold by a single vendor for the sole purpose of optimizing the FSIS as it is used by the LPSU/LIT. Because the LPSU/LIT unit already has the FSIS in place and needs them to be optimized for use in photographic casework, the products being requested must be the exact products and currently the vendor providing the quote is the only vendor able to provide these exact products. The FSIS are designed to have components used interchangeably and when deployed by HEAT, the disaster squad, or when necessary; therefore, it is essential that LPSU receive these exact products. Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. The FSIS 2 has been internally validated by the FBI Laboratory Latent Print Discipline and is currently in use at the Huntsville location. TEDAC SBAU must purchase additional FSIS 2 to replace older model FSIS cameras that are no longer functioning properly. This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 453998 - All Other Miscellaneous Store Retailers (except Tobacco Stores); the size standard is 500 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability by responding to this requirement by contacting Naporshia Jackson via email only at contact@example.gov, no later than 8:00am (CST) on Monday, July 25, 2022. Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company's SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.

Solicitation # 15F067-26-PN-MEA04
The Federal Bureau of Investigation (FBI) Finance and Facilities Division is issuing a Request for Information (RFI) under solicitation number 15F067-26-PN-MEA04 to gather industry feedback for its Facilities Technology Management (FTM) effort. The primary objective is to secure support for the operations and maintenance of the TRIRIGA system until its end-of-life in September 2027 and to determine the optimal facilities technology portfolio for the agency. The government is seeking a technical approach that encompasses system evaluations, risk assessments, cost analysis, and business transformation support, including change management and process documentation. All resulting recommendations must be evidence-based, objective, and aligned with the FBI's strategic goals. Interested respondents must submit a capabilities statement by December 23, 2025, including a detailed cover letter with company administrative data and a technical approach highlighting relevant experience with TRIRIGA or similar enterprise facilities management systems. The FBI is specifically requesting information on estimated costs, recommended contract types such as Firm Fixed Price or Time and Materials, and suggested CLIN structures. Security requirements include the use of Enclave SECRET for specific systems like Atlassian Jira and Netaphor Site Audit. This RFI is for planning purposes only and does not constitute a formal solicitation or a commitment to procure services.
