2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

AI Contract Overview

The contract pertains to the installation and integration of a Johnson Controls/SimplexGrinnell fire alarm system at SUNY Geneseo's Sturges Hall Renovation project. The university has secured single source approval to ensure that these components seamlessly communicate with the existing campus fire alarm system and coordinate effectively with the local fire department. This approach is critical because the campus relies solely on this fire alarm system for life safety monitoring, which requires continuous 24-hour oversight to facilitate rapid emergency response. Opting for a single source prevents potential miscommunication between devices and avoids the costly and time-consuming process of installing a new fiber backbone and additional reporting infrastructure, which would otherwise be necessary if multiple vendors or systems were involved. The procurement is justified by the need for system compatibility and reliable emergency communication, with the campus emphasizing that the sole-source award to Johnson Controls/SimplexGrinnell is made in good faith, without intent to restrict competition or favor a particular vendor. The contract is set for a duration of 27 months, with an end date of April 11, 2024, and is located in Livingston County at SUNY Geneseo, New York. This procurement process is classified as a solicitation under the NAICS code 922160, and further details can be accessed through the provided online link.

Full Description

Fire alarm system. SUNY Geneseo requested and received single source approval for the Johnson Controls/SimplexGrinnell fire alarm system to be incorporated into the SUNY Geneseo Project 061016-02 – Sturges Hall Renovation. These components need to communicate properly with the existing Simplex Fire Alarm System used on campus and in conjunction with the local fire department.  The campus has no other fire alarm reporting system.  This is a life safety item that requires 24 hour monitoring for quick response.  Failure to go single source with these components and system could result in miscommunication between devices or require a new system to be installed for just these devices.  This could result in the campus having to install a new fiber backbone through the campus signal system and an additional head end reporting system to be installed.  This is very cost prohibited and can cause delays in reporting incidences on campus.  If single source is not granted, the campus would not effectively provide emergency response services as we currently are able to. The campus is operating in good faith, is motivated without interest to arbitrarily restrict or inhibit competition, and is not motivated by the intent to reward a particular vendor. Reason for advertising exemption: Single Source Award recipient: Johnson Controls/SimplexGrinnell Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority.
