Solicitation # HT9402-26-RFI-0255
The Defense Health Agency is conducting market research via Request for Information HT9402-26-RFI-0255 to establish a pilot program for supplemental cancer insurance. In accordance with Section 734 of the National Defense Authorization Act for Fiscal Year 2026, the program aims to provide members of the Army, Navy, Marine Corps, Air Force, and Space Force, along with their dependents enrolled in TRICARE, with fixed indemnity supplemental benefits for non-covered cancer screening, diagnosis, and treatment expenses. The DHA is seeking detailed information from potential carriers regarding plan types, coverage scopes, eligibility verification, premium structures, and claims processing. Evaluation factors for future awards will include technical and management functions, past performance, price, financial viability, and small business participation. Interested vendors are requested to submit written responses and may request one-on-one virtual meetings with the Government to provide further market intelligence.

The New York City Department of Social Services (DSS)/Human Resources Administration (HRA) is soliciting proposals exclusively from City Certified Minority and Woman Owned Businesses under the M/WBE Noncompetitive Small Purchase Method to provide software support for the Decisions Business Rules Engines (BRE). This critical contract covers support and maintenance services for the BRE software that underpins key agency applications, including RAMS and the Streamlined Paperless Office System (SPOS). These applications manage workflows and business rules crucial to administering reasonable accommodation requests and eligibility determinations for programs such as Supplemental Nutrition Assistance Program (SNAP). The BRE platform enables automation and timely action on these processes by allowing flexible, external rule management aligned with agency policies and regulatory requirements, minimizing error rates and improving efficiency. The contract aims to ensure ongoing cybersecurity compliance and operational stability by maintaining up-to-date software with necessary security patches, version migrations, and technical support related to environmental dependencies like .Net framework and Windows OS updates. Failure to renew the support could lead to downtime for SPOS and RAMS, posing significant risks to the agency’s ability to provide essential social services and exposing it to cybersecurity vulnerabilities. Proposals must be submitted by December 31, 2025, with all vendor responses managed through the specified PASSPort platform. The contract reflects the city’s commitment to leveraging certified M/WBE firms in delivering vital technology services that help DSS/HRA serve over 3 million New Yorkers annually with a $9.7 billion budget and a large, complex operational footprint.

Streamlined POS currently includes interview interfaces for the SNAP application interview, SNAP recertification interview and SNAP change case data activities. The BRE (Business Rules Engine) tool will allow IT and the business to externalize the business rules so they can be properly managed on a timely basis without requiring code changes to the system. The scope of Decisions Business Rules engine includes the design, development and maintenance of the eligibility determination rules as per agency policies and adjusting these rules as per the changes in the policies to keep the eligibility decisions taken by FIA workers in accordance with New York Stat’s WMS system rules to minimize the error rate in overnight mainframe batch processing
