Caltrans District 7 is proposing a Highway Maintenance Project on Route 23 in Ventura County, spanning from post-mile 17.7 to 24.2, to preserve and extend the life of the existing pavement through a combination of surfacing and safety improvements. The work includes a gap-graded RHMA overlay and grinding of non-compliant guardrails from PM 17.7 to 20.99, followed by a Type II slurry seal from PM 20.99 to 24.2. Additional work involves crack treatment, shoulder backing, digouts to a maximum depth of six feet, installation of high-visibility crosswalks, and placement of new roadside signs as part of Complete Streets enhancements. The project aims to address pavement deterioration, improve safety for pedestrians, and provide a right edge line on a short segment without requiring new right-of-way acquisition or utility relocation. All work will be conducted within the existing roadway corridor using hand excavation where necessary, with no plans for major earthmoving or infrastructure relocation. The project is forecasted to be released on November 24, 2025, and inquiries can be directed to Caltrans Environmental Scientists Hannah Tram and Lillian Cai.
