The Air Armament Center, Precision Strike SPO at Eglin AFB, intends to award a sole source contract to National Forge Company Holdings, Inc., a small business based in Irvine, Pennsylvania. This contract involves the modification of two BLU-113 empty warhead cases that do not meet standard National Stock Number (NSN) requirements due to specific defects—one with an oversize arming well tolerance and the other with lughole exceptions. These cases will be converted into telemetry test warhead configurations by adding an arming well conduit linked to a modified fuze liner. Additionally, the government will supply one compliant BLU-113 empty case to be similarly modified. The design and technical data for the telemetry test warhead configuration are proprietary to National Forge Company Holdings, Inc. Shipping containers will be provided by the government, and the completed warheads are required by July 2002. Due to the availability of inventory from a prior contract and the absence of other sources capable of providing the BLU-113 warhead cases, awarding the contract to National Forge Company is deemed in the government's best interest. While this notice does not solicit competitive proposals, parties capable of meeting the requirements may submit detailed documentation for consideration, which will help determine if a competitive procurement is warranted. An Ombudsman has been appointed to address concerns confidentially and facilitate communication between potential offerors and the government, without participating in proposal evaluations or source selections. Routine acquisition matters should be addressed directly to the contracting staff, with the Ombudsman available for other inquiries.
