The US Army Corps of Engineers, Engineer Research and Development Center Contracting Office plans to award a sole source contract to STRAINSERT COMPANY for the purchase of high-capacity compression spacer load cells with 400,000 lb and 500,000 lb capacities. These load cells are specifically required for monitoring the tensioning of the diagonals on the Greenup Locks Miter Gates. The CS-FB series by STRAINSERT is uniquely suited for this application due to its high load-to-size ratio, which is critical given the limited space in the gate diagonal tensioning system, and the capability to function reliably underwater over extended periods. Continuity in using STRAINSERT’s load cells is necessary to meet these specialized requirements. The Government intends to acquire these commercial items under FAR Part 12 and will proceed without competitive bidding under FAR 13.106-1(b) as this requirement is only available from STRAINSERT. No solicitation or request for proposals will be issued, but interested parties may submit their qualifications by a specified deadline. The Government reserves the right to decide not to compete the contract based on the responses received. This acquisition supports the operational integrity of the Greenup Locks facility by ensuring the reliable monitoring of its gate tensioning system with proven, mission-critical components.

Full Description

This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to STRAINSERT COMPANY, 12 Union Hill RD, West Conshohocken, PA 19428-2793 for the purchase of 400,000lb & 500,000 lb capacity compression spacer load cells to monitor the tensioning of the diagonals on the Greenup Locks Miter Gates. The CS-FB series manufactured by STRAINSERT COMPANY are the only load cells that can meet requirement for the Greenup Locks Miter Gates. The high load to size ratio for the load cells are necessary because of the limited space available in the gate diagonal tensioning system where they must reside and also must be able to function for long periods under water. In order to maintain continuity, STRAINSERT's load cells are required.
