This emergency contract was awarded to Calyer Construction for the urgent repair of a broken water main located between Building 135 and Building 136 at the Watervliet Arsenal. The procurement was conducted using non-competitive procedures under Simplified Acquisition Procedures due to a compelling urgency, as the water main failure threatened to shut down production by cutting off process water to the boiler house. The Department of Defense agency W6QK Acc Wva authorized the immediate mobilization of the contractor, who already had earth moving equipment on site for another project, to minimize production downtime and prevent serious injury to government operations. The award, identified by solicitation number W911PT13P0331 and NAICS code 238910, was finalized in September 2013.

Full Description

This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. No posted J & A as Simplified Acquisition Procedures were used. The procurement was an emergency due to water main being broken and shut off to the boiler house, Building 136. Contractor, Calyer Construction, was mobilized with all earth moving equipment for another existing project. This water main feeds Building 135, and without the process water, production would be brought to a stop. Calyer Construction had to start work immediately to dig up the broken water main and repair it in order to limit the lost production time and effect on the mission of the Watervliet Arsenal.
