10--Engineering, Manufacturing, & Development - Airburst Technology

The United States Army Contracting Command, Aberdeen Proving Grounds (ACC-APG) intends to award a 24 month extension of contract W91CRB-11-C-0024, via modification P00032, to Alliant Techsystems (ATK) located at 4700 Natha Lane, Plymouth, MN 55422. The current Engineering and Manufacturing Development (EMD) procurement is sole sourced to ATK. This modification will provide for additional verification and qualification testing activities and procurement of additional hardware to evaluate engineering changes pursued since the product baseline was established in September 2013. ATK has been the prime contractor with the responsibility of designing, developing, integrating, and testing the applicable airbursting technologies developed since August 2000. In turn, ATK is the sole contractor possessing the applicable proprietary technical data package, and the ability to continue developing airburst technologies without introducing significant cost, schedule, and technical risks to this program. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements.
