The proposed project at 10 Kemp Court in Alamo, California, involves a two-lot minor subdivision of a 1.89-acre residential parcel into two lots—Parcel A at 52,976 square feet and Parcel B at 29,262 square feet—permitted under Contra Costa County land use regulations. Access to both parcels will be provided by a new private road replacing an existing driveway, running along the western edge of Parcel B and terminating in an emergency vehicle turnaround to meet fire safety codes. The existing residence on Parcel A will be partially demolished and remodeled, while a new single-family residence will be constructed on Parcel B. To accommodate the development, fourteen protected trees governed by the Contra Costa County Tree Protection and Preservation Ordinance will be removed, requiring a separate Tree Permit. The project will generate approximately 12,423 square feet of impervious surface and includes a low-impact development flow-through treatment planter to manage stormwater runoff before it connects to the public drainage system along Tracy Court and Roundhill Road, with all drainage improvements subject to review and approval by the County’s Public Works Department. The project complies with state building codes, County Ordinance Code, and environmental standards including the California Building Code, Title 24, and County stormwater management requirements, with geotechnical assessments, soil testing, erosion control plans, and wildfire hazard evaluations being mandatory components. All inspections and approvals will be conducted on-site by the County’s Building Inspection Division and Community Development Division, with verification by third-party professionals including geotechnical engineers and peer reviewers. The project is identified by County File CDMS24-00014 and is governed by local environmental review procedures under CEQA, with no federal acquisition elements, contract clauses, pricing data, or procurement-specific terms present. The primary point of contact is Joseph W. Lawlor Jr., AICP, Senior Planner with the Contra Costa County Department of Conservation and Development.

Full Description

The proposed project is approval of a Tentative Parcel Map for a two-lot Minor Subdivision application to subdivide a 1.89-acre single-family residential property located at 10 Kemp Court into a 52,976 sq. ft. Parcel A and a 29,262 sq. ft. Parcel B. Access to the parcels would be provided by a private access road that replaces an existing driveway and traverses the western portion of Parcel B. An emergency vehicle turnaround would be provided at the onsite northern end of the access road per Fire Code requirements. The Tentative Parcel Map includes proposed locations for expected future single-family residences on each parcel. The existing single-family residence on Parcel A would be partially demolished and remodeled and a new single-family residence would be constructed on Parcel B. In order to accommodate the private access road and residences, 13 trees protected under the Contra Costa County Tree Protection and Preservation Ordinance would be removed. In addition a 14th code-protected tree on Parcel A would be removed due to structural defects. Removal of the 14 trees would require approval of a Tree Permit. The project would create an estimated 12,423 square feet of impervious surface area. The project proposes installation of a low impact development flow-through treatment planter to treat stormwater runoff prior to connecting to the public storm drain system along Tracy Court and Roundhill Road. The project drainage improvements are subject to review and approval by the Contra Costa County Public Works Department.

Villa Margherita—TSM No. 5608, CUP No. 2026-05, and Exception No. 2026-05The proposal seeks to subdivide a property in Visalia, California, into 82 single-family residential lots under Tentative Subdivision Map No. 5608, with accompanying infrastructure including landscaping outlots, lighting, and designated park spaces, all situated within the R-1 zoning classification. To accommodate the development’s design, a Conditional Use Permit has been requested to permit a planned unit development that deviates from standard lot size and setback requirements, allowing for greater density and flexible layout while still adhering to overall community planning goals. Alongside this, an exception request seeks relief from certain Objective Design Standards, specifically concerning architectural façade elements, to permit design variations that align with the planned aesthetic vision of the development. The project is being advanced by applicant Sam Sciacca and reviewed by the City of Visalia’s planning department, with Principal Planner Jarred Olsen serving as the primary point of contact. The application was posted on August 7, 2026, and is currently in the forecast phase, indicating it is under initial review and not yet submitted for formal approval. The proposed development is located within the city limits of Visalia, California, and all associated permits and exceptions are being evaluated under municipal regulations to ensure compatibility with local land use policies and community character. Further public input and agency review will be required before any approvals are granted.

Deer Creek Preserve - SALT AnaheimThe Deer Creek Preserve project in Anaheim, California, proposes a residential development on approximately 76.01 acres along E. Santa Ana Canyon Road between Festival Drive and Eucalyptus Drive, with a total of up to 359 housing units, including up to 299 single-family detached homes and up to 60 affordable senior housing units composed of 59 deed-restricted lower-income senior units and one manager’s unit. At least 16.4% of the total units are designated for lower-income households, with all affordable units subject to state-mandated restrictions through covenants, management protocols, and occupancy controls. The project includes necessary infrastructure such as roadway upgrades, utility improvements, a water quality basin, retaining walls, gated entries, a guardhouse, and monument signs. An optional recreation amenity center of up to 45,492 square feet may be constructed on a designated lot, but if not built, passive open space will occupy the site instead; environmental analysis assumes the worst-case scenario including the recreation center. The application seeks a Tentative Tract Map, Conditional Use Permit, and Specimen Tree Removal Permit and is submitted under the Housing Accountability Act as a Builder’s Remedy project, which exempts it from requirements for general plan or zoning amendments. Despite this exemption, the project is fully subject to environmental review under CEQA, requiring comprehensive analysis and mitigation of all significant environmental impacts.
