The U.S. Army Contracting Command-New Jersey, supporting Project Manager Individual Weapons, is conducting a market survey to identify vendors capable of developing and producing a Grenadier Sighting System (GSS) for the M320 Grenade Launcher, a replacement for the M203. The Army seeks systems with a Technology Readiness Level of at least TRL 6, intended to enhance the grenadier's lethality by providing improved day and night targeting capabilities. The GSS must support multiple ballistic solutions, accommodate firing angles up to 45 degrees, be upgradeable at the unit level, and integrate various features such as an infrared aiming laser, encoded aiming references based on ballistic tables, and compatibility with existing weapon platforms including the M4A1 Carbine and the M320 in both under-barrel and standalone configurations. Weight and size constraints are specified, along with requirements for ease of mounting, zero retention, and operational sound levels. The system should also function reliably across a range of climatic conditions and use batteries current in the Army supply system, with wireless capability being a desired feature. Interested vendors are asked to provide detailed information about their capabilities, identifying developmental versus non-developmental aspects of their proposed systems, estimated development timelines (expected to last 18-24 months), production costs, and manufacturing capacities. The survey requests technical data, product specifications, and evidence of experience with similar equipment. This market survey is a Request for Information only, without any guarantee of solicitation or award, and aims to gather industry feedback to guide future acquisition efforts. Responses, including any optional sample hardware submissions, must be sent by early January 2014 to the specified Army contact, with no reimbursement of costs by the Government. The Army reserves the right to disregard any or all inputs from this market exploration.

The U.S. Army, Army Contracting Command-New Jersey (ACC-NJ) in support of Project Manager Individual Weapons, is conducting a market survey to identify sources/vendors capable of development of the criteria noted below, as well as production of a Grenadier Sighting System (GSS) for the M320 Grenade Launcher. The M320 is a replacement for the M203 Grenade Launcher and is currently fielded with a folded leaf sight and a handheld laser range finder. The Government is looking for sources/vendors whose prospective systems have a technology readiness level (TRL) of no less than a TRL 6. TRLs can be found within the Defense Acquisition Guidebook, Chapter 10, Table 10.5.2.2.T1, TRL Descriptions, at the following link: https://acc.dau.mil/CommunityBrowser.aspx?id=518698#10.5. The development portion is expected to last for approximately 18 - 24 months, prior to entering into production. An Industry Day for the GSS is projected to be conducted in third quarter fiscal year 2014. Interested vendors are requested to identify for each requirement listed below as to whether the requirement is considered developmental or non-developmental for their proposed system. REQUIREMENTS The GSS shall enhance the grenadier's lethality by providing day and night targeting capability. Specific Grenadier Sighting System attributes/capabilities are as follows: 1. The GSS shall be capable of containing multiple ballistic solutions: six (6) different types of 40mm ballistic solutions is required; fifteen (15) different 40mm ballistic solutions is desired.* 2. The GSS shall be capable of accommodating firing angles from zero up through and including 45 degrees (785.4 mrad). Ability to support these trajectories will ensure compatibility with future direct fire rounds. 3. The GSS shall include a configuration selector which provides the user with the ability to select the appropriate ballistic solution for the weapon/ammunition configuration. The configuration selector shall allow the user to switch between rounds during operations via two pre-programmed ballistic solutions. The selector shall not require the use of tools.* 4. The GSS shall be capable of being upgraded to incorporate future ballistic solutions. GSS shall be upgradeable at the unit level. If a wired port is required for updating, then the GSS shall conform to RS232 Serial Adapter or Universal Serial Bus (USB) standards.* 5. The GSS shall contain an encoded aiming reference or incremental aiming references that are numerically marked per corresponding ballistic range in increments of no greater than 10 meters. The scales shall be configured to the ballistics of the firing tables for the M320 grenade launcher, as provided by the Government. Aiming references shall provide a ballistic scale spanning a range of no less than 50 meters to the effective range of all M320 ammunitions, including future and extended range ammunition.* 6. The GSS shall provide an Infrared (IR) aiming laser and IR floodlight for night engagement.** 7. The GSS, with batteries, shall weigh no more than 11 ounces. A weight of no more than 7.5 ounces is desired.* 8. The GSS, with batteries, shall be no more than 16 cubic inches in volume. A volume of no more than 8 cubic inches is desired.* 9. The GSS shall be capable of mounting to the M4A1 Carbine forward MIL-STD-1913 rails when the M320 is in the under barrel configuration, as well as on top of the M320 when carried in the stand-alone configuration. 10. The GSS shall provide a non-magnified, illuminated reflex or holographic sight which transmits light from the target to the viewer. 11. Illumination shall be compatible with image intensified (I2) devices on low power and be daylight visible on high power. 12. The GSS shall not emit sound detectable by the human ear at a distance of 10 meters or greater, in any direction while in use.** 13. The GSS shall provide a method of indicating cant at an angle of 2 degrees +/- 1 degree in both directions when attached to the host weapon.* 14. The GSS shall achieve accuracy equal to or better than the current baseline system, the M320 with leaf sight: during day conditions, across the range band of 100m thru 350m; and 100m to 200m during night time conditions.* 15. The GSS shall provide a M320 compatible mounting adapter for mounting the GSS directly above the M320 receiver in the stand-alone configuration. The GSS while mounted to the M320 adapter shall not overhang the M320 receiver in any direction, and must be compatible with the M320 leaf sight or back-up sight and buttstock.* 16. The GSS shall be compatible with the M320 leaf sight or provide a back up sighting capability on the GSS.* 17. The GSS shall retain zero, within 0.7 mrad when dismounted and mounted on the same position on the MIL-STD-1913 compatible rail on the weapon.* 18. The GSS shall attach to the MIL-STD-1913 rail without modification to the M320 and shall not require the use of special tools. The capability for the GSS to mount on both sides of the M4A1 Carbine to accommodate ambidextrous shooters is desired. 19. The GSS, while continuously mounted on the M320/M4A1, shall maintain zero within 1.0 mrad for three basic loads of 5.56mm and High Explosive Dual Purpose (HEDP) M433 40mm Low Velocity ammunition. 20. The GSS shall utilize batteries currently in the Army supply system (CR 123, CR 2032 required; AA desired). 21. The batteries shall be easily replaced without removing the GSS from the weapon, and without affecting zeroing/sight alignment during both day and night operations.* 22. The ability to receive information wirelessly is desired.** 23. The GSS shall operate in hot, basic, and cold climatic zones. The capability for the GSS to also operate in extreme hot and cold climatic zones is desired. *Indicates requirement was revised from the version contained in the draft GSS Purchase Description, dated 2 July 2013. **Indicates the requirement is a newly added requirement.
