The Marine Corps Systems Command, through its Infantry Weapons Systems division, is preparing to procure mounts for the Scout Sniper Day Scope used on the M40A3 rifle. The government plans to award a single firm fixed price, indefinite delivery/indefinite quantity contract, rated under the Defense Priorities and Allocations System (DPAS) as DO-A5, to the offeror that provides the best value. This contract will be awarded by September 30, 2005, and will remain effective for five years. Proposals must include separate technical and business submissions, and offerors may be required to provide bid samples of the SSDS mounts. The procurement specifies a minimum purchase of 600 mounts and a maximum of 10,000 units. Evaluation of proposals will be based primarily on technical capability and past performance, which collectively carry more weight than price. Price will be considered but not assigned a rating, only becoming more influential if technical merits between proposals are closely matched. The acquisition adheres to commercial item acquisition instructions under FAR Part 52.212 and all related information will be available through FedBizOpps and NECO. Offerors are advised to carefully review the solicitation terms once posted and direct any questions to the designated contracting officer.
