The Southern Regional Contracting Office at San Antonio Military Medical Center issued a Priority 03 urgent procurement for a Total Reverse Shoulder replacement implants system. This action was executed as a sole source award under the Test Program for Certain Commercial Items due to an unusual and compelling urgency regarding a non-routine orthopedic surgery scheduled for June 6, 2013. The procurement was deemed critical to prevent potential detriment to the patient's life and the hospital's medical mission. Authorized under FAR Part 13.106-1(b)(1) and other applicable regulations for acquisitions below the simplified acquisition threshold, the contract bypassed full and open competition to ensure the implants were received by June 5, 2013. The justification for this non-competitive process was verified by medical leadership and certified by Contracting Officer David Zertuche on May 24, 2013, under solicitation number W81K00-13-T-0152.
