The USDA Agricultural Research Service Coastal Plains Research Center in Florence, South Carolina, intends to award a firm fixed price, sole source contract to Compass Systems of Akron, Ohio. The procurement is for a Compass MG1010 10-Saw Cotton Gin System, a specialized laboratory machine designed to process small cotton samples for research data and seed production. This equipment will replace an obsolete 30-year-old gin and includes an integrated dust collection system to reduce respiratory risks for facility staff. The government has determined that Compass Systems is the only responsible source capable of meeting these requirements, as market research indicated that larger commercial gins cannot process the small sample sizes needed for this program. This action is being taken under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(c)(1) and 13.106-1(b)(1)(i), with the requirement falling under NAICS code 332312. Interested parties were given until August 13, 2018, to submit capabilities for consideration.
