The United States Army Contracting Command at Aberdeen Proving Ground plans to negotiate and award a sole source contract modification to Alliant Tech Systems (ATK), Armament Systems Division, for continued work on the Individual Semi Automatic Airburst System (ISAAS), known as the XM-25. This contract modification focuses on refining the system design by implementing open system components for critical electronics and optics to simplify integration, reduce lifecycle costs, and maintain high performance standards. Verification activities will ensure that these enhancements do not negatively impact the baseline functionality of the system. Due to the specialized nature of the work and the necessity for access to technical data packages and drawings unique to ATK, the government has determined that ATK is the only capable source for fulfilling these contract requirements. The government is not currently seeking full and open competition for this task but is soliciting interest and capability statements from other vendors by a specified deadline to confirm the sole source determination. Interested parties must provide detailed documentation demonstrating their bona fide capability and access to the required technical information by May 7, 2013, at noon Eastern Standard Time. Responses may be submitted via email or hard copy and must be provided at no cost to the government. No formal requests for proposals or information will follow this notice, and all considerations regarding competition and contract award remain solely at the government's discretion.
