This combined synopsis/solicitation is modified the evaluation factors/criteria as follows: INSTRUCTIONS TO OFFERORS (a) Each prospective contractor shall submit proposals covering the following three (3) criteria: Technical Capabilities, Delivery, and Price. All proposals shall contain relevant past performance history/technical capability, proposed delivery schedule, and price. (1) Technical Capabilities - The offeror shall provide supporting documentation that demonstrates that the offeror has a clear and complete understanding of the requirements described in the solicitation. The proposal should include past performance information for similar items. (2) Delivery - The offeror shall provide a project plan showing the time of work required to meet the requirements of this solicitation. Offeror shall provide information as to what it would take to expedite delivery, if needed. (3) Price -The offeror shall quote with all unit prices including options rounded to the nearest whole cent . Additional information shall be provided as needed to show evidence that the proposed price is fair and reasonable. EVALUATION CRITERIA EVALUATION FACTORS (a) All proposals submitted will be evaluated for technical/past performance and delivery acceptability (pass/fail) on the basis of the following factors given the proposal conforms to the terms and conditions contained in the Request for Proposal. Any proposal which does not conform may be rejected without further evaluation or discussion. (1) Technical Capabilities - Offeror has demonstrated the technical capabilities required to manufacture the requirements of this solicitation. (2) Delivery - The offeror can meet or exceed the desired delivery schedule or provided reasonable exceptions or slight modifications with explanation to the schedule located in the solicitation. (3) Price Prices will be reviewed for reasonableness. (b) Factor information: (1) Factors (1) - Technical Capability, (2) Delivery, are critical factors and are of greater importance than price. A proposal must pass Factors (1) and (2) to be considered for an award.
