The Naval Information Warfare Systems Command (NAVWAR), representing the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740), intends to issue a modification to an existing bridge contract with Morgan Business Consulting, LLC (MBC) on a sole-source, Cost-Plus-Fixed-Fee basis. This action, justified under federal acquisition regulations due to MBC being the only responsible source able to meet the agency's needs, is designed to increase the Level of Effort hours and funding ceiling of the current contract in order to maintain uninterrupted support services until a protest regarding a follow-on competitive procurement is resolved. The existing contract expires on June 28, 2023, and the modification, valued at approximately $3.5 million, will enable MBC to continue delivering critical integrated Program Management, Financial Management, and Systems Engineering support for PMW 740’s international C4I programs. Due to the specialized nature of the work and the short timeline, transitioning to another provider would cause unacceptable delays, making this extension essential for continuity. The scope of this contract modification includes extending support services necessary to comply with Security Cooperation regulations and partner nation requirements without interruption. Interested parties may respond to the notice within 15 calendar days, but this is not a solicitation for competitive proposals. All inquiries or responses must be submitted in writing via email to the designated contracting personnel, and no compensation will be provided for information submitted. The Government reserves the right not to respond to late expressions of interest, and this notice is publicly posted on the NAVWAR e-Commerce website. This bridge contract modification ensures continued operational support, enabling PMW 740 to fulfill its mission requirements during the ongoing protest process.

Full Description

The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740), plans to award a modification to the existing bridge contract on a Cost-Plus-Fixed-Fee, sole-source basis under the authority of 10 U.S.C. 3204(a)(1), and FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements, to Morgan Business Consulting, LLC (MBC), located at 2550 South Clark St., Arlington, VA 22202. The requirement is currently being fulfilled under MBC bridge contract N0003923C4001. A follow-on competitive procurement for these services was awarded on 27 February 2023 and is currently under protest. The bridge contract modification will allow the Government to increase the Level of Effort (LOE) hours necessary to cover services until the protest of the follow-on task order award is resolved. The period of performance of the current bridge contract expires on 28 June 2023; this modification will add ceiling and hours for MBC to continue providing support services. The estimated total dollar value of this modification is $3.5M. This bridge contract modification will allow MBC to continue providing integrated Program Management, Financial Management, and Systems Engineering support services to PMW 740's portfolio of international C4I programs. Other providers would require substantial ramp-up and transition time to ensure continuity of services in this short amount of time. The Government must add additional LOE hours through modification to the existing bridge contract to ensure uninterrupted support services, including any transition period required for a new contractor to ramp-up. MBC is the only responsible source that can provide PMW 740's requirements until resolution of the protest without incurring unacceptable delays or gaps in service delivering critical professional and technical support services to PMW 740 in response to Partner Nation requirements for integrated C4I products in compliance with Security Cooperation regulations and policies. This notice is not a request for competitive proposals. Responses by interested parties to this notice shall be submitted no later than 15 calendar days from the date of this synopsis to Ms. Kristin White, Contracting Officer, at contact@example.gov and Ms. Kim Ellis, Contracts Specialist, at contact@example.gov with subject - Bridge Contract N0003923C4001. The Government reserves the right not to respond to any expressions of interest received after 15 calendar days from the date of this publication; such expressions will be considered late. Any comments, questions or concerns regarding this notice must be submitted in writing via e-mail to contact@example.gov and contact@example.gov. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. No telephone responses will be accepted. The solicitation will be issued without further notice. This notice is also posted on the NAVWAR e-Commerce website at: https://ecommerce.dc3n.navy.mil.
