The Naval Information Warfare Systems Command (NAVWAR) plans to award a sole-source contract to Cambridge International Systems Inc. to support the Government of The Bahamas’ Maritime Domain Awareness and maritime security initiatives. This contract will cover the acquisition of equipment, minor construction, engineering services, and training to enhance the Bahamian Maritime Surveillance System (MSS). Cambridge is uniquely qualified for this work as the original integrator and designer of the Bahamian MSS, ensuring continuity and interoperability across multiple maritime command and control systems is maintained. Awarding the contract to any other supplier risks schedule delays, technical inconsistencies, and system inoperability due to their singular expertise and familiarity with the existing infrastructure, particularly across remote Caribbean sites such as Ragged Island and Exuma. The contract, expected to be issued and awarded in Fiscal Year 2023, will have a maximum period of performance of 36 months and utilize a hybrid funding approach combining Cost Plus Fixed Fee and Firm Fixed Price mechanisms under a Pseudo Foreign Military Sales case. While this is a sole-source acquisition under the legal authority for limited competition, interested responsible parties may submit capability statements or proposals within fifteen days of the announcement, though this solicitation does not represent a formal request for proposals or an obligation to award. The contract aligns under NAICS code 541330 and aims to build partner capacity through tailored support reflecting Cambridge’s proven success in similar security cooperation efforts in austere environments within the Caribbean.

Full Description

The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office (PEO) Command, Control, Communication, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to negotiate a sole-source contract with Cambridge International Systems Inc. to acquire equipment, minor construction, engineering services, and training in support of the Government of The Bahamas (GoB) Maritime Domain Awareness (MDA) and maritime security effort. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. - 3204(a)(1), as and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements. Cambridge is the initial integrator and designer of the GoB Maritime Surveillance System (MSS). If another source is awarded this additional work, it could cause interoperability issues between the MSS #1, MSS #2, and the maritime C2 systems currently underway at MSS #3 and #4 at Ragged Island and Exuma due to inconsistent configurations resulting in schedule delays and increased risk of having an inoperative system, overall. Given Cambridge's unique position and knowledge of the RBDF C2 system and infrastructure to ensure consistent MSS site equipment installation, system architecture design, configuration and integration experience with MDA system installation demonstrated by multiple security cooperation efforts in similarly remote and austere environments in the Caribbean region, Cambridge is the only qualified source with the detailed knowledge and technical expertise to produce, deliver the GoB MSS without unacceptable delay. Solicitation N0003923R4026 is anticipated to be issued and subsequently awarded in Fiscal Year 2023. The prospective award will have a period of performance (PoP) not to exceed thirty-six (36) months, Building Partner Capacity (BPC) (S333) Psuedo FMS case-funded Cost Plus Fixed Fee (CPFF)/Firm Fixed price (FFP) hybrid type contract. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541330. Responses to this notice should be submitted no later than (15) calendar days from the date of synopsis to Kyle Lawson, Contract Specialist, contact@example.gov, and Kristin White, Contracting Officer, contact@example.gov with subject - RFP N0003923R4026. This notice is also posted at https://e-commerce.sscno.nmci.navy.mil. THIS ANNOUNCEMENT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A REQUEST FOR PROPOSALS (RFP) OR OBLIGATION TO ISSUE A FUTURE RFP. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THIS ANNOUNCEMENT DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLIES OR SERVICES.
