The New York City Economic Development Corporation (NYCEDC), on behalf of the City of New York, is soliciting proposals for the purchase and development of an approximately 95,000 square foot site located at 100 Gold Street in Manhattan. This opportunity aligns with the City’s strategic objective, driven by Executive Order 43, to urgently address the housing crisis by accelerating the production of mixed-income residential housing, with a goal of 500,000 new homes over the next decade. Interested parties are invited to submit proposals that will be evaluated on program and design quality, financial and schedule feasibility, qualifications and experience, and projected economic impact. In addition, the project enforces an affirmative action policy promoting the inclusion of Minority and Women-owned Business Enterprises (M/WBEs), with a participation goal of 25%, requiring all respondents to submit an M/WBE participation plan as part of their proposals. The solicitation encompasses a robust contract framework governed by Federal Acquisition Regulation (FAR) clauses designed to ensure compliance with applicable statutes and executive orders, equal opportunity employment, safety, payment protocols, and contract performance obligations. Key contract requirements include packaging and marking guidelines that comply with environmental and safety standards, inspection and acceptance procedures granting the government the authority to verify quality and adherence to specifications, and strict performance timelines. Evaluation criteria emphasize the technical approach, past performance, pricing, management capability, and adherence to solicitation requirements. The process includes an optional virtual information session, a site tour, multiple opportunities for potential respondents to submit questions, and clearly defined submission deadlines, all managed through NYCEDC’s online portal to facilitate transparency and accessibility. This comprehensive approach ensures that the selected developer will not only meet the housing needs of lower Manhattan but also uphold the City’s commitment to equitable development and regulatory compliance.

Murphy Village ProjectThe Murphy Village Project is a large-scale residential redevelopment initiative located at 1020 McCarthy Blvd in Milpitas, California. Managed by the City of Milpitas with Toll Brothers serving as the applicant, the project involves the demolition of the existing Milpitas Business Park to make way for a comprehensive community on a 38.5-acre site. The development plan includes subdividing the land into 300 lots and constructing a total of 791 residential units across two distinct phases. This housing mix features 174 single-family detached homes, 381 townhomes, and 236 apartment units. The residential layout includes 555 three-story attached and detached units, while the remaining 236 units will be housed in a five-story apartment building that wraps around a six-story parking garage. Notably, the apartment component is designated as 100 percent affordable housing intended for very low to low-income households. In addition to the residential structures, the project will incorporate private open space parcels, common area lots, parks, and necessary infrastructure to support the new community. The City of Milpitas Planning Department has initiated the environmental review process, issuing a Notice of Preparation for an Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA). This formal process ensures that the environmental impacts of the redevelopment, including the transition from a business park to a high-density residential area, are thoroughly evaluated. The project represents a significant transformation of the site into a diverse residential neighborhood designed to provide a variety of housing types and essential community amenities.
