Move-In Mass/A Homeownership Production Pilot Program

MassHousing, in collaboration with the Executive Office of Housing and Livable Communities, is soliciting proposals for the Move-In Mass Homeownership Production Pilot Program. This initiative seeks qualified non-profit and for-profit developers to produce approximately 20 new starter homes in Massachusetts using cost-effective methods such as CrossMod, modular, or 3D volumetric construction. The program provides up to 10 million dollars in total funding, with the intent to select up to three sponsors. Eligible projects must deliver quality, code-compliant, owner-occupied homes and utilize fair and equitable marketing and lottery selection processes. Financial terms include a subsidy limit of up to 150,000 dollars per restricted unit and a developer fee cap of 10 percent of the total development cost. Applicants are evaluated based on their development team's capacity and experience, project marketability, and alignment with pilot preferences, such as individual fee-simple ownership and construction completion within 12 months of the start date. All projects must adhere to the HUD Code for offsite housing, the Americans with Disabilities Act, and Massachusetts Architectural Access Board regulations. Submission requirements include a non-refundable 1,000 dollar application fee and a comprehensive digital package containing a cover letter, an Excel application workbook, and an ASTM E1527-21 compliant Phase I Environmental Site Assessment. The deadline for application requests is February 5, 2027, with final proposals due via the MailGate secure folder by February 25, 2027.
