Murphy Village Project

The Murphy Village Project is a large-scale residential redevelopment initiative located at 1020 McCarthy Blvd in Milpitas, California. Managed by the City of Milpitas with Toll Brothers serving as the applicant, the project involves the demolition of the existing Milpitas Business Park to make way for a comprehensive community on a 38.5-acre site. The development plan includes subdividing the land into 300 lots and constructing a total of 791 residential units across two distinct phases. This housing mix features 174 single-family detached homes, 381 townhomes, and 236 apartment units. The residential layout includes 555 three-story attached and detached units, while the remaining 236 units will be housed in a five-story apartment building that wraps around a six-story parking garage. Notably, the apartment component is designated as 100 percent affordable housing intended for very low to low-income households. In addition to the residential structures, the project will incorporate private open space parcels, common area lots, parks, and necessary infrastructure to support the new community. The City of Milpitas Planning Department has initiated the environmental review process, issuing a Notice of Preparation for an Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA). This formal process ensures that the environmental impacts of the redevelopment, including the transition from a business park to a high-density residential area, are thoroughly evaluated. The project represents a significant transformation of the site into a diverse residential neighborhood designed to provide a variety of housing types and essential community amenities.
