RFQ - Winter Grounds Maintenance at Various TRCA Sites

The Toronto and Region Conservation Authority (TRCA) is soliciting quotations for winter grounds maintenance services for the 2026–2027 season, with an anticipated start date of November 1, 2026. The scope of work includes snow clearing, de-icing, and general winter maintenance of roadways, parking lots, driveways, and walkways across various sites in the City of Toronto and the Regions of Peel, York, and Durham. Services are categorized into monthly maintenance from November 15 to April 15 and on-call services. The work is divided into three geographic zones—West, Central, and East—and TRCA intends to award contracts by zone to the lowest-priced compliant bidder. To be eligible, bidders must be Smart About Salt Certified Contractors at the time of submission and maintain this certification throughout the agreement. Key performance standards require snow clearing to commence at 3 cm of accumulation, ensuring snow does not exceed 7.5 cm during operating hours, and completing clearing within four hours after snowfall ends. Contractors must utilize vehicles equipped with GPS tracking and maintain comprehensive insurance, including at least 5 million dollars in commercial general liability and 2 million dollars in automobile liability. Submissions must be made electronically via the Bids and Tenders system by October 9, 2026.
